Job Summary

HR Service Jobs is seeking a detail-oriented, experienced, and proactive Human Resources Manager (Payroll and Compliance) to lead payroll operations and ensure regulatory compliance across all HR practices. This leadership role is critical in managing and streamlining payroll processing, maintaining legal compliance with labor laws, and supporting HR strategy execution. Key Responsibilities

  • Oversee end-to-end payroll processing for all employees across multiple locations.

  • Ensure accurate and timely submission of salaries, bonuses, reimbursements, tax withholdings, and statutory contributions.

  • Maintain compliance with federal, state, and local labor laws, including wage and hour laws, benefits compliance, and reporting regulations.

  • Implement and monitor internal controls for payroll and HR compliance.

  • Prepare and file necessary payroll-related documentation, such as W-2s, 1099s, and quarterly tax filings.

  • Collaborate with finance and accounting departments to reconcile payroll and maintain records.

  • Manage audits, both internal and external, related to payroll, benefits, and labor law compliance.

  • Develop and update HR policies in accordance with evolving employment laws and regulations.

  • Provide expert guidance to management and employees on compliance matters and payroll procedures.

  • Train and mentor HR staff to uphold company standards and regulatory requirements.


Required Skills and Qualifications

  • Bachelors degree in Human Resources, Accounting, Business Administration, or related field.

  • In-depth knowledge of payroll systems, labor laws, tax regulations, and compliance standards.

  • Strong analytical skills and attention to detail.

  • Excellent communication and interpersonal abilities.

  • High level of integrity and ability to handle confidential information.

  • Proficient with HRIS and payroll software (e.g., ADP, Paychex, Workday).


Experience

  • Minimum of 5 years of experience in Human Resources with a strong emphasis on payroll and labor compliance.

  • Prior experience in a managerial or supervisory HR role is required.

  • Experience managing payroll across multiple states or countries is a plus.


Working Hours

  • Monday to Friday, 9:00 AM – 6:00 PM (Local Time)

  • Flexibility available for remote candidates or hybrid work arrangements based on business needs.


Knowledge, Skills, and Abilities

  • Thorough understanding of labor laws, including FLSA, FMLA, COBRA, and ACA.

  • Ability to create and implement robust compliance frameworks.

  • Strong problem-solving and decision-making skills.

  • Capacity to work under pressure and meet deadlines without compromising accuracy.

  • Skilled in change management and adapting HR strategies to evolving regulations.
